Added NVENC AV1 hardware encoder about Windows

• Currently only works with the NV12 (OBS default) and P010 tinting formats
• Currently does not support the "rescale" feature in advanced output mode
• Only handy and shown for RTX 40 Compilation video cards from NVIDIA
• Available in simple output mode of operation for documentation (Beta consideration: please test the condition to make sure the quality is as expected for "high" and "indistinguishable"! I can tweak the internal quality coefficients if needed.)

Updated NVENC presets

• Presets have been split into 3 different scene: Preset, Tuning, and Multipass Mode
• Presets are now P1-P7, lower amounts being lower quality, higher numbers being higher quality. Note that higher frameworks may incur taller GPU usage which was in a position to impact the performance with respect to games running simultaneously with OBS. The number of simultaneous NVENC encoding sessions may be lower when using the highest presets. OBS will automatically map your current NVENC settings to the closest preset when upgrading.
• Tuning is handled to identify whether to prioritize latency in contrast quality. It boasts three configurations: High Quality, Scant Latency, and Highly Modest Latency.
• Multipass Format is practiced to determine whether a backup pass functions deployed in encoding, with has thricely settings: Disabled, Quarter Resolution, and Full Verdict. Enabling this will give higher quality at the cost of amplified GPU resource usage.

Other changes/fixes

• Fixed any bug where Direct3D 9 games stopped capturing soundly with game capture on Windows 11 22H2
• Moved "Always on Top" to the View menu
• You can now go with selected specific starting point for the Virtual Camera
